Robots may soon outrun us, even in the woods

For now, when a weaponless bi-pedal robot is chasing you down the street, escape is as easy as veering off into the woods, a construction site or some other uneven landscape where most bots are ill-equipped to maneuver quickly.?

Those days, however, are coming to an end.

For better or worse, researchers with San Francisco-based?Meka Robotics?and the?University of Texas at Austin?are working on a bi-pedal robot named Hume that they hope will one day run with the same ease as humans across any kind of landscape.

Technically, the running skill that researchers hope to program into Hume is called human-centered hyper-agility.?IEEE explains:?

"Like humans, Hume will rely on minimal perception: when we run, we're not staring at the ground for every step, but rather adapting passively to small terrain variations without having to devote a lot of brain power to not falling on our faces."

The team is aware that?Boston Dynamics' four-footed Petman robot?built with funding from DARPA already has this skill, but?note in a paper?that that robot's "detailed architecture is uncertain to us."

Petman undoubtedly will find use hauling gear for soldiers. The team working on Hume expect their technology will also have a "direct impact in design of human assistive devices for all terrains and the next generation semi-autonomous robot."

While this development seems like good news in the ongoing effort to improve our ability to catch enemies, robots that run as well as or better than humans could be a daunting prospect if they ever turn against us.

Tablet gaming showdown: New iPad vs. Asus Transformer Prime

When Apple announced the new iPad earlier this month, CEO Tim Cook claimed that the new iPad?s new A5X chip offers four times the performance of Nvidia?s quad-core Tegra 3 CPU. ?Now that the new iPad has hit the street, we?ve been able to compare its performance to that of an?Asus Eee Pad Transformer Prime, the first?tablet?with a Tegra 3 inside. The results may surprise you.

GLBenchmark 2.1
In GLBenchmark 2.1, ?one of the few benchmarks that has versions for both Android and iOS, the new iPad scored higher. On the program?s Egypt Standard test, which shows a 3-D animation of ancient Egypt, the new iPad and its A5X chip processed 6718 frames at a rate of 60 frames-per-second to the Transformer Prime?s 5,939 frames at 53 fps.?

When GLBenchmark ran the Geometric test (vertex weighted), which measures low-level shader performance, the new iPad processed?7,530,524 frames at a rate of 57 fps while the Tegra 3-based Transformer Prime processed just?3,523,926 at a rate of 27 fps. We saw the same trend on the program?s Fill test, which measures texturing speed, as the iPad processed?1.98 billion textels per second to the Prime?s 404.61 million.

Geekbench
On Geekbench, a cross-platform benchmark that measures raw processing power rather than graphics, the quad-core Tegra 3 blew its competitor way as it achieved an overall score of 1,571 to the A5X?s 692. On the integer (1391 to 614), floating point (2408 to 825) and memory subtests (1076 to 784) , the Tegra 3 dominated, but the A5X bested it by a small margin of 324 to 266 on the stream subtest.

Browser Benchmarks: Peacekeeper and Sunspider
We also tested the new iPad?s Safari browser performance on two synthetic benchmarks and compared the results to those on the Transformer Prime?s stock Android browser. In Peacekeeper, a general-purpose browser benchmark, the two tablets got nearly identical scores of 386 for the iPad and 387 for the Prime.?However, the iPad completed the Sunspider JavaScript rendering test in just 1810 milliseconds to the Prime?s 2216 ms.?

Unfortunately, since the two tablets use two different browsers, it?s impossible to isolate the processor?s role in giving the iPad slightly faster Sunspider results. It?s quite possible that Safari just performs better on this test than the Android 4.0 browser does.

Subjective Gaming Performance
Evaluating gaming performance on any tablet is a mainly subjective task, because there?s no benchmark that measures framerates like FRAPs does in Windows. However, we attempted to see what the differences in appearance were when we played the same game on both devices and placed them side by side.?

When we fired up the jet ski racing game "Riptide GP" on both devices, we noticed immediately that images looked sharper and more colorful on the new iPad?s retina display. Edges of objects like our avatar?s ski jacket, the walls on the racing course, and the writing on the scoreboard looked so much crisper on the iPad?s 2048 x 1536 screen and colors just popped a lot more than on the Transformer?s 1280 x 800 display. The difference in screen quality was only a little less pronounced when we played the third-person shooter game "Shadowgun."

However, when we looked past the beautiful screen, we noticed that the version of the game playing on the Transformer Prime had some additional visual effects that were not present on the new iPad. ?In "Riptide," we noticed more reflections in the water and a splashing effect that made it look like water was hitting the screen when our ski landed from a jump. On the iPad, we just saw a little foam appear on landing, not splashes.

In "Shadowgun," we walked into a scene with a burning helicopter and, on both devices, saw gorgeous billows of smoke and fire rising up to the sky. However, only on the Tegra 3-powered Transformer Prime did the game show two flags billowing in the wind; the flags weren?t even there on the iPad version.

Our experience playing "Shadowgun" and "Riptide" on the two tablets shows how difficult it is to separate processor performance from other system components like the screen. It?s likely that, if we could put a gorgeous 2048 x 1536 screen on the Transformer Prime, these games would have both the great special effects and the sharp, beautiful images.

However, comparing tablet-to-tablet rather than chip-to-chip, the iPad?s screen makes the gaming experience a much tastier visual feast than you get on the Transformer Prime. We hope that upcoming higher-res Android tablets like the 1920 x 1200 screened Transformer Prime TF701 will give mobile gamers the perfect combination of special effects and sharp, vibrant images.

It is also possible that, once developers rework their games for the new iPad?s A5X chip, we?ll see the same kind of added special effects that we see with Tegra 3. Neither "Shadowgun" nor "Riptide" has yet been optimized for the A5X chip, so who knows what they will look like in their next iOS iterations. For now, its clear that the A5X offers better benchmark performance, while Tegra 3-optimized games offer more and better visual effects.?

Buzz Kill: Self-Dissolving Tinnitus Treatment Gives New Hope

Loud, concussive explosions on the battlefield may last only a few seconds, but many soldiers returning from combat in the Middle East are experiencing lingering symptoms that cause them to perceive sounds even when it is quiet. Doctors can do little to treat the problem?typically described as a ringing in the ears?because they lack an effective way of delivering medication to the inner ear. That could change in a few years, in the form of an implantable polymer-based microscale drug-release system that delivers medicine to the inner ear.

Called tinnitus, the condition afflicts at least one in every 10 American adults and is the most common disability among Afghanistan and Iraq war veterans, according to the U.S. Department of Veterans Affairs (VA). Up to 40 percent of all veterans may be suffering from tinnitus, and the VA spends about $1 billion annually on disability payments for tinnitus, according to a study published last year in Nature. (Scientific American is part of Nature Publishing Group.)

To address the problem, the U.S. Department of Defense has commissioned Draper Laboratory in Cambridge, Mass., to spend the next year fleshing out a concept for a small delivery device inserted near the membrane-covered window?no more than three millimeters in diameter?separating the middle ear from the inner ear. Once at the membrane the device (essentially a polymer capsule, although Draper is not developing any of medicines that might be placed inside) would release a drug into the cochlea, the tubular organ residing in the inner ear that enables us to hear. The plan is to embed wireless communications into the capsule so that a patient or doctor can control the dosage. After the capsule finishes delivering its supply of drugs, it would dissolve.

Although Draper's project is still in the very early stages and years away from any clinical testing, it holds more promise than many of today's most common approaches to tinnitus treatment, which include deep breathing, using background noise to drown out the ringing or simply learning to ignore the bothersome sound. Steroids injected into the eardrum have shown some promise in helping patients with certain hearing and balance disorders, but the ear begins eliminating these drugs through the eustachian tube (a passageway in the middle ear that acts as a pressure equalizer) as soon as the patient talks, swallows or even sits up. As a result, the patient must endure several injections into their ear and remain immobilized for a time after each injection to get any relief from the malady.

"By and large there aren't that many good ways to treat tinnitus," says Lloyd Minor, provost and senior vice president for academic affairs at Johns Hopkins University. Draper's work "is potentially a novel way of delivering drugs to treat tinnitus. In general, we don't have the types of drug-delivery systems that we would like to get medication into the inner ear."

NeuroSystec Corp. is developing a neuro-active agent designed to calm the hyperactive nerves responsible for cochlear tinnitus. The Valencia, Calif., biotech start-up has licensed an osmotic pump from Durect Corp. in Cupertino, Calif., a company working on a number of drug delivery mechanisms for various parts of the body, including the inner ear.

Other advanced approaches of addressing tinnitus have been in the works for years, but most are still not ready for the market. Otonomy, Inc., in San Diego is testing a sustained release dexamethasone (a type of steroid) gel that would be injected into the middle ear, where it would stay in place, dissolving slowly and delivering treatments for hearing and balance disorders. MicroTransponder, a medical device company spun out from the University of Texas at Dallas in 2007, is looking to broaden the use of its implanted wired neuro-stimulation system for treating epilepsy to likewise help tinnitus patients.

The neuro-stimulation approach shows greater promise than those based on delivering medication to the inner ear at this time, says Michael McKenna, an otologist and neurologist at Massachusetts Eye and Ear in Boston. Targeted drug therapy is of questionable benefit because tinnitus comes from a variety of causes?including age-related hearing loss, traumatic ear injuries or circulatory system disorders?and has varying degrees of severity, he adds.

Perhaps some combination of all these efforts will end up delivering the relief that tinnitus sufferers seek. "Nothing really has been a panacea, so there is the need for further technological development," Minor says. If Draper's technology "works in the way they're hoping it will work, it will potentially be a big advance for the field."

How Good is Your Community's Healthcare?

In terms of health, where you live can make a huge difference, according to a detailed study by the nonprofit Commonwealth Fund.

It looked at 43 indicators of health system performance in four major areas: access, prevention and treatments, costs and potentially avoidable hospital use, and health outcomes. The nation is broken down into 306 local health markets; their boundaries are determined by the service areas of local hospitals.

The list of the nation's top 10 local markets was dominated by Midwestern cities, according to the Fund's Scorecard on Local Health System Performance. Minnesota claimed four of the top spots, and California and Wisconsin each had two. Here are the top 10 local healthcare markets:

St. Paul, Minn.

Dubuque, Iowa

Rochester, Minn.

Minneapolis

Appleton, Wis.

Santa Rosa, Calif.

La Crosse, Wis.

St. Cloud, Minn.

Manchester, N.H.

San Mateo County, Calif.

"The report finds that access, quality, costs, and health outcomes all vary significantly from one local community to another," the Scorecard said, "often with a two- to threefold variation in key indicators between leading and lagging communities."

Cathy Schoen, a senior vice president at the Commonwealth Fund, says the report shows that a region's health system's performance reflects the importance of cooperation and communication among local health providers. Patients' medical literacy varies. They move in and out of different care settings and see multiple doctors and healthcare professionals. Their treatment needs and oversight can easily fall through the cracks.

Among the 43 indicators, Schoen mentioned nine that she felt deserved special attention.

1. Percent of adults ages 18?64 with health insurance: Best 94.6 percent; worst 46.8 percent. Top three: Boston; Springfield, Mass.; Worcester, Mass.

"We have huge areas of the country where more than one in four or one in five adults are uninsured," Schoen says. Such communities tend to generate higher use of emergency rooms and poorer health outcomes. When people don't have health insurance, "it pulls down the quality of care in the entire community," she says.

2. Percent of adults age 50 and older who received recommended screening and preventive healthcare services: Best 58.8 percent; worst 26.0 percent. Top three: Arlington, Va.; Manchester, N.H.; Worcester, Mass.. Even the best markets could do a lot better, the Scorecard says.

3. Percent of Medicare beneficiaries who received at least one drug that should be avoided in the elderly: Best 11.4 percent; worst 44.0 percent. Top three: Bronx, N.Y.; East Long Island, N.Y.; White Plains, N.Y.

4. Percent of Medicare beneficiaries with dementia, hip/pelvic fracture, or chronic renal failure who received prescription in an ambulatory care setting that is contraindicated for that condition: Best 9.5 percent; worst 30.6 percent. Top three: Portland, Maine; Rochester, Minn.; Santa Cruz, Calif. "These two measures are signs that physicians are not always practicing evidence-based medicine and may not be up on the latest treatments," Schoen says. "It also can be a sign of patients seeing more than one physician and the physicians not talking to each other."

5. Hospital readmissions within 30 days of discharge as percent of all admissions among Medicare beneficiaries: Best 12.5 percent; worst 24.8 percent. Top three: Bend, Ore.; Ogden, Utah; Rapid City, S.D. There are several overlapping causes for high readmissions rates, Schoen says. Patients may have been discharged too early or left the hospital with an infection. They, their families, or their doctors may not have been given the proper care instructions.

6. Potentially avoidable emergency room visits among Medicare beneficiaries, per 1,000 beneficiaries: Best 129; worst 294. Top three: Everett, Wash.; Grand Junction, Colo.; Santa Cruz, Calif.. Because Medicare beneficiaries by definition have health insurance, the reasons for unnecessary visits tend to involve incorrect or confusing diagnoses by healthcare professionals or poor access and communications between providers and patients.

7. Potentially preventable mortality, deaths per 100,000 population: Best 51.5; worst 169.0. Top three: Boulder, Colo.; Everett, Wash.; Grand Junction, Colo. This measure includes conditions affecting people at different ages. For older patients, Schoen says, "even if they have a chronic condition, it shouldn't reach the stage" of causing a premature death if they receive proper care.

8. Percent of adults who smoke: Best 6.2 percent; worst 30.9 percent. Top three: Provo, Utah; San Mateo, Calif.; Santa Barbara, Calif.

9. Percent of adults ages 18?64 who are obese: Best 15.3 percent; worst 45.6 percent. Top three: Boulder, Colo.; Bridgeport, Conn.; San Francisco.

(AP) ? It is still not known if the soldier accused of killing 17 Afghans was ever diagnosed with post-traumatic stress disorder ? but even if he had been, that alone would not have prevented him from being sent back to war.

The Army diagnosed 76,176 soldiers with PTSD between 2000 and 2011. Of those 65,236 soldiers were diagnosed at some stage of their deployment.

Many returned to the battlefield after mental health providers determined their treatment worked and their symptoms had gone into remission, Army officials and mental health professionals who treat troops say. The Army does not track the exact number in combat diagnosed with PTSD nor those who are in combat and taking medicine for PTSD.

The case of Sgt. Robert Bales has sparked debate about whether the Army failed in detecting a soldier's mental instability or pushed him too far. The Army is reviewing all its mental health programs and its screening process in light of the March 11 shooting spree in two slumbering Afghan villages that killed families, including nine children.

For some Americans, Bales is the epitome of a soldier inflicted by war's psychological wounds, pushed by the Army beyond his limits.

Bales' attorney says he does not know if his client suffered from PTSD but his initial statements appear to be building a possible defense around the argument that the horrific crime was the result of a 10-year military veteran sent back to a war zone for a fourth time after being traumatized.

Mental health professionals say it's reasonable to consider PTSD but it was likely not the sole factor that sent the 38-year-old father from Washington state over the edge. Still, there is much that is not known about the psychological wounds of war and how they can manifest themselves, and even less is known about the impact of multiple deployments.

Military officials say they have to rely on their mental health experts to decide whether someone is mentally fit to go back into war, and they cannot make a blanket policy of not redeploying troops diagnosed with PTSD. The provider makes a recommendation, but the ultimate decision to deploy a soldier rests with the unit commander.

Army Secretary John McHugh told Congress this week that "we have in the military writ large over 50,000 folks in uniform who have had at least four deployments." Some have served double-digit deployments, where they witnessed traumatic events.

"People do not understand that you can be treated for PTSD," said Dr. Heidi Kraft, who cared for Marines in Iraq in 2004 as a Navy combat psychologist. "It's a matter of turning a traumatic memory into just that ? a memory rather than something that haunts you.

"You can't say the person hasn't live through trauma, but symptoms can go completely into remission, where a person is very functional and in fact emerges from treatment better or more resilient. There is the misconception out there that if you have this diagnosis, you will always be disabled, and that's just not true."

It also depends on the severity of the PTSD, which can last anywhere from months to years.

Some troops treated for PTSD yearn to return to the battlefield where they feel more comfortable surrounded by their fellow troops and on a mission than in the unsettling quiet of their home life, mental health professionals say.

But Bales' attorney said that was not the case with his client.

John Henry Browne of Seattle said Bales had suffered injuries during his deployments, including a serious foot injury and head trauma and did not want to go on a fourth tour.

Military officials insist that Bales had been properly screened and declared fit for combat.

Army officials say soldiers sent to war may be checked up to five times, including before being deployed, during combat, once they return home and six months and a year later. The Army screens soldiers for depression and PTSD, asking questions to find out about any social stressors, sleep disruption and other problems. Those who are detected as having problems go on to a second phase of screening.

Officials say, however, that no test is considered diagnostically definitive for mental illness in general or PTSD in particular.

Critics say the Army has a history of bandaging the problem and rushing troops back into combat by loading them up on prescription drugs. Military courts also do not recognize PTSD as a legitimate defense, said attorney Geoffrey Nathan who has represented a number of court martialed troops.

"They're still in a state of denial as to what combat soldiers go through in the field of battle," Nathan said.

The Army says it's committed to the health of the force, pointing out it has invested $710 million in behavioral health care and doubled the number of mental health workers since 2007.

"The Army has a robust policy to return soldiers who are fit for duty to combat units as soon as possible," said Army spokesman George Wright. "If a soldier has a broken leg, and he is healed, and fully capable of conducting the mission, he's eligible to return to duty. It's the same when qualified medical doctors, psychologists or psychiatrists determine a soldier suffering from a behavioral health disorder is healed. If he displays the signs that he's fully capable of accomplishing the mission as a solider, he'll be returned to duty."

Treatment can result in cure for some patients with PTSD, but more often results in improvement in symptoms and functioning, not a complete cure, according to the Army. PTSD can recur after treatment on exposure to other traumatic events or stressors. According to some studies, up to 80 percent of people with PTSD also suffer from another psychiatric disorder, making it challenging to make an accurate diagnosis.

The Army says its doctors look at a soldier's current clinical condition and rely heavily on the soldier telling the provider whether symptoms have subsided. The Army says it recognizes that deploying a soldier who is not medically ready puts both the individual and unit at risk.

PTSD is a condition that results from experiencing or seeing a traumatic event, whether it's being in a car crash or witnessing a battlefield casualty.

Browne said a fellow soldier's leg had been blown off days before the rampage and Bales had seen the wounds. He also remembers very little or nothing from the time the military believes he went on the rampage, according to his attorney.

Not remembering a traumatic event or avoiding the memory is a classic symptom of PTSD, along with recurrent nightmares, flashbacks, irritability and feeling distant from other people.

But mental health experts believe other factors were at play. Bales' personal history shows he had a past assault charge against a former girlfriend that required anger management classes, and also financial troubles.

Those who suffer from PTSD are prone to acting out, according to the Department of Veterans Affairs National Center for PTSD. But the violent behavior is usually against family members or fellow troops, not strangers, mental health professionals say.

Dr. Harry Croft, a San Antonio, Texas psychiatrist who has diagnosed 7,000 veterans with PTSD for the Veterans Affairs Department and written the book "I Always Sit With My Back to The Wall" about PTSD said the case has set back years of work to erase the perception that veterans are walking time bombs who can go off without warning. Veteran advocates point to one tabloid headline labeling the then-unidentified suspect "Sergeant Psycho."

That stereotype, they say, has caused employers to shy away from hiring veterans returning from war and steered singles away from getting involved in relationships with them.

"Even the most severe cases of PTSD alone would not have caused such a heinous act like this," said Croft. "Something else was definitely going on, most probably severe depression, psychosis, substance abuse or he received some terrible news from home that pushed him over the edge."

Couldn't agree more! B***ocks marketing-speak that barely has a justified place within an office, never mind to anyone outside of your organisation. AAA is a type of battery, not a way to say 'this is going to be a big game'. Sales speak for themselves.

Other management-speak phrases I hate are 'going forwards' (we're always going forwards aren't we?) and 'let's speak about this offline' (no, let's not.)

Aereo countersues broadcasters over its internet TV streaming service

Now that Aereo has launched its antenna TV-over-the-internet service it can devote some attention to its legal issues, and today countersued the TV networks suing it (Fox, PBS, Univision, WPIX and WNET) in the U.S. District Court in Manhattan. It's already filed another suit against Disney, CBS NBCUniversal and Telemundo, as they wrangle over whether or not its scheme -- using an individual "microantenna" for each subscriber and streaming to that person over the internet, as long as they're in the broadcasting area -- violates their copyright. According to Aereo, it's merely relocating the equipment form the customer's home to its remote facility. We'll see if that argument works out any better than it did for Zediva, which announced last week that customers wouldn't be getting their money back after it was sued out of existence last year.

Microsoft says hacking code could have leaked

Microsoft's process for sharing information about security vulnerabilities in its products came under fire Friday after a roadmap for exploiting a severe, recently discovered flaw appeared on a hacking website in China.

The guideline, known as "proof-of-concept" code, most likely leaked from one of the more than 70 security companies that get advance warnings from the company about major new holes, according to the researcher who found the flaw.

Microsoft said it was investigating the disclosure and "will take the necessary actions to protect customers and ensure that confidential information we share is protected pursuant to our contracts and program requirements."

"The details of the proof-of-concept code appear to match the vulnerability information shared with Microsoft Active Protections Program partners," said Yunsun Wee, Microsoft's director of its Trustworthy Computing effort.

Announced in 2008, Microsoft's program alerts security companies to upcoming patches, typically a day before the patches themselves are released. The idea is to give them time to prioritize and test the fixes before installing them to protect their customers.

The timing is essential, because once the patches come out, hackers can reverse-engineer them to figure out what problems they solve, then produce tools to break into unpatched systems. The window from patch release to working hacking code has shrunk from months or weeks to days and in some cases hours.

Participants in the advance-warning program include most of the largest and many smaller security vendors, including some in China. All promise to keep the information secret.

Some security professionals questioned why Microsoft allowed so many into its program, though others said it also would be faulted for hoarding information.

The patches for the new hole were distributed on Tuesday, as part of Microsoft's regular monthly cycle for security fixes. The hole is a very serious one, because full exploitation would allow an attacker to control machines running Windows XP and later Windows versions that have Remote Desktop Protocol enabled, as long as the network doesn't demand authentication.

The protocol is off by default but turned on by many corporate technologists, who use it to install new programs or fix problems on employee machines.

The flaw could be used to spread a worm, meaning that it could hop from computer to computer without users making mistakes such as clicking on a tainted email attachment.

Microsoft previously warned companies to install the patches as soon as possible, saying that they expected hacking code to circulate within a month.

The researcher who discovered the flaw in May last year, Italian Luigi Auriemma, first submitted his findings and the proof-of-concept to a security group led by Hewlett-Packard's TippingPoint. That group tested and vetted the research and passed it on to Microsoft in August so that the company could develop a patch.

Auriemma had been checking to see who would reverse-engineer the patch first, and was startled to find that the first code to circulate was his own.

"If the author of the leak is one of the MAPP partners, it's the epic fail of the whole system," Auriemma wrote on his personal blog.

Fortunately, the exploit code Auriemma drafted would only shut a PC down, not hand over control to the attacker. Full exploit code has not been seen yet, but security experts said it would likely come more quickly now that the starting point is in the wild.

"Windows users should consider themselves on high alert and harden their defenses by patching their PCs as soon as possible, before we see this worm turn even more malicious," Sophos security consultant Graham Cluley wrote on his company's blog.

The tourists needed just 20 overs to reach the 101-run target in Hamilton, after New Zealand's second innings crumbled under Philander's brilliant swing bowling to be all out for 168.

Skipper Graeme Smith was not out 55 with Hashim Amla on 46 as South Africa made 103-1. Smith ended the one-sided match at Seddon Park with a boundary off Rob Nicol.

But the big win was set up by the 26-year-old Philander.

Playing in only his sixth Test, he produced the best bowling of his brief career of 6-44 to give him match figures of 10-114 and the man-of-the-match award.

He now boasts Test career statistics of five five-wicket hauls and a total of 45 wickets at an average 13.6 runs apiece, closing the gap with teammate Dale Steyn who is the world's top ranked bowler.

"If he keeps going the way he is then he'll get there pretty soon," Smith said.

"It's terrific because they all work together and they know their roles but they all want to be successful in their own right, egging each other on."

New Zealand captain Ross Taylor admitted his side folded under the pressure imposed by Philander and Steyn, who finished with match figures of 5-80.

"We were probably on top in a couple of crucial times but I thought Philander, the way he bowled throughout both innings, he and Steyn, put pressure on our batsmen and the pressure told at the end of the day," he added.

New Zealand resumed the day at 65-4, three runs in arrears, with Kane Williamson and Daniel Vettori (21) forging a dogged stand at the crease.

Williamson took 41 balls to advance from his overnight score of 41 to make a half century and Vettori was just as watchful as Philander and Dale Steyn swung the ball.

The hosts nudged the score to 99 before captain Smith brought in Jacques Kallis, who broke the partnership with a short ball which reared up, flicking Vettori on the gloves for Mark Boucher to take the simplest of catches.

Philander then returned to wrap up the innings with an outstanding spell of bowling in which he took 4-14 in 18 balls.

He took Kruger van Wyk (20) before lunch and then New Zealand's anchor Williamson for 77 immediately after the break.

Mark Gillespie belted two fours and a six off Philander in one over before he was caught behind and the rampaging South African bowled Chris Martin for a duck to wrap up the Kiwi innings for 168, to go with their first innings 185.

With a small total to defend and more than two days remaining, New Zealand had no option but to attack and they claimed the wicket of Alviro Petersen in the second over when he played back to Doug Bracewell and edged the ball to South Africa-born wicketkeeper van Wyk.

But that was to be the Black Caps' only success as captain Ross Taylor kept his field in hoping for catches that never came while leaving the boundaries exposed to any ball that broke the cordon.

In the space of 20 overs he used seven bowlers but none troubled Smith and Amla, who steered the ball around the park with ease.

Smith faced 60 balls for his 55, which included eight fours and a six, while Amla's 46 came from 56 balls.

South Africa lead the three-Test series 1-0, after rain spoiled any chance of a result in the first Test. The third and final match starts in Wellington next Friday.

Dalton recommended leaving a copy of travel itineraries and contact information with a family member or friend so someone knows where you are at all times.

The U.S. Travel Association estimates that, in 2010 Americans spent more than $526 billion on leisure travel. Mature travelers represent 21 percent of all leisure travelers in the United States.

For seniors, Greathouse recommended addressing mobility issues with travel agents when planning vacations.

? Look into purchasing travel insurance that covers pre-existing conditions.

? Purchase cancellation insurance in case of illness or unexpected emergencies.

? Visit a doctor before leaving to get a physical and necessary vaccinations.

? Avoid wearing expensive jewelry or carrying too much cash.

? Carry medication in carry-on bags in case of emergency.

?Finally, have fun. Plan activities that match your energy levels and make certain to get enough sleep and take time to relax,? Dalton advised.

Obama offers disaster aid to Indiana counties hit by tornadoes

INDIANAPOLIS (Reuters) - President Barack Obama said six southern Indiana counties devastated by severe weather and tornadoes last week were eligible for federal disaster assistance.

Obama was responding on Friday to Indiana Governor Mitch Daniels request for aid after strong storms and tornadoes hit the rural southern part of the state on March 2, killing at least 13 people.

One of the tornadoes, in Jefferson County, was classified as an EF-4, one notch below the strongest rating, and considered an extremely dangerous storm with winds of around 200 miles per hour, the National Weather Service said.

Daniels said in a letter to Obama on March 4 that the storms had taken a heavy toll on the rural communities including homes destroyed or damaged and the displacement of 1,200 Henryville, Indian students.

Earlier in the week, the federal government said seven counties of Kentucky also affected by the same storm system would be eligible for disaster assistance. The National Weather Service said 21 people died in Kentucky and the state says 23 perished using a different measure of storm-related deaths.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs, according to Daniels' office.

Individuals can apply for assistance by registering at www.fema.gov/assistance or by calling 1-800-462-3362.
